The Imperator after whom it was named had an enthusiasm for territorial control that bordered on the feudal. Regrettably he was trained in a gravity well, for dropship landings and planetary conquest, and as such, his understanding of three-dimensional strategy was rudimentary at best.
So he built a castle among the stars, crammed it with as many auto-targeted energy weapons as he could source, and declared everything within its orbit his fiefdom.
He could not comprehend that - without an armada to patrol the space - his new territory consisted merely of a thin, easily-avoidable torus, not the significantly larger portion of the system it carved out.
Imperator Galrix is long dead now, but still his Folly rampages on.
